Comms & Prevention: Where We’re Headed

A resilient, privacy-first safety network for Muskogee & Tulsa: Solar LoRaWAN backbone + LivingBlueMesh volunteer check-ins, with anomaly-only recording for child protection.

1) Solar LoRaWAN Backbone

Outdoor nodes with 10 W panels keep safety messaging alive when power or internet goes down.

  • City-scale coverage with a handful of nodes
  • Low-power, long-range, off-grid ready
  • Open standards, grant-friendly

2) LivingBlueMesh Check-ins

Volunteers’ phones act as presence beacons (once per day). BLE beacons only where buildings need help.

  • Fast “I’m here” without tracking
  • Works across iOS/Android wallets
  • Expandable to schools & events

3) Anomaly-Only Privacy

Nothing is stored by default. If a registered child device goes silent, encrypted anomaly logs begin—stopping only with authorized clearance.

  • Parent consent preferred stop
  • Two-judge emergency override
  • Audit-logged, tamper-evident

Near-Term Roadmap

  1. Install 6 solar LoRaWAN nodes across Muskogee
  2. Run a 3-month pilot with city oversight
  3. Enable daily volunteer check-ins (LivingBlueMesh)
  4. Add BLE beacons only where indoor coverage needs it
  5. Publish transparency metrics & audit procedures

Safeguards (Plain English)

We protect children while protecting everyone’s privacy.

  • No continuous tracking. Heartbeats pass through and are not stored.
  • Event-based logging only. Starts when a registered device fully drops off.
  • Strict access. Decryption keys held by lawful authorities + VCPF with audit logs.
  • Clear stop rules. Parent consent, or two-judge emergency authorization with VCPF sign-off.

Questions We Expect

  • How do we prevent abuse? → Laws, Keys, audits, strict policy.
  • What about outages? → Solar + LoRa keep running.
  • What is logged? → Only anomaly windows, encrypted.
